This matter seeks injunctive and declaratory relief against the City of Los Angeles and various city agencies, for allegedly improperly billing residents for services not provided by the City or its agencies. It also seeks reimbursement (restitution) to residents whose trash was picked up by private refuse companies but who were forced to pay for the “Solid Resource Fee,” as part of their aggregated utility bill, as well as an injunction to prohibit the City from continuing with such billing practices.
